Shortly after the Vogons discovered the principals of interstellar travel, all of them left their homeworld of Vogsphere and migrated to the cluster. They now form the powerful backbone of the Galactic Civil Service, while the philosophers who had previously managed the galaxy were relegated to roles in the stationery room, licking stamps.
